India’s wind energy capacity crosses 51.67 GW; Gujarat leads among states

New Delhi: As of June 30, 2025, India’s installed wind energy capacity has reached 51.67 GW, reflecting sustained growth in the renewable energy sector.
According to official data shared by Minister for New and Renewable Energy Pralhad Joshi in the Lok Sabha, the country added 4,151 MW of new wind capacity in FY 2024–25, up from 3,253 MW in FY 2023–24 and 2,275 MW in FY 2022–23. In the current financial year (2025–26), as of June-end, 1,637 MW has already been commissioned.
Among states, Gujarat continues to lead with an installed wind power capacity of 13,816 MW, followed by Tamil Nadu (11,830 MW) and Karnataka (7,714 MW).
The minister further said, “The target of achieving 500 GW of non-fossil fuel-based power generation by 2030 includes 340 GW of ground-mounted solar and wind capacity. This comprises 110 GW connected to the intra-state transmission system (InSTS) and 230 GW to the inter-state transmission system (ISTS). As of April 30, 2025, the Central Transmission Utility (CTU) has received ISTS connectivity applications totaling about 338 GW, of which connectivity for 283 GW has been granted or agreed. About 228 GW of ISTS capacity is already existing, under construction, or under bidding for renewable energy integration. Additionally, margins of about 37 GW are available at existing ISTS locations that can be utilized for connectivity by prospective renewable energy developers.”
He also noted that, to promote the repowering of old wind turbines with modern technology, the government issued the National Repowering & Life Extension Policy for Wind Power Projects on December 7, 2023, providing a facilitative framework for repowering or refurbishment.
The reply further outlined several steps taken by the government to develop offshore wind power projects in the country. These include:

Notification of the Offshore Wind Energy Policy in October 2015 to provide a framework for the development of offshore wind energy.

Identification of potential offshore wind zones off the coasts of Gujarat and Tamil Nadu through meso-scale studies.

Installation of a LiDAR by NIWE off the Gujarat coast in November 2017, and collection of two years of wind data. NIWE also conducted geophysical, geotechnical, rapid EIA, and oceanographic (wave, tide & current) studies for a site equivalent to 1 GW capacity off Gujarat.

Geotechnical study at three borehole locations off Tamil Nadu coast; installation of four LiDARs off Tamil Nadu for wind resource measurement; completion of a geophysical study for a 500 MW site off Tamil Nadu.

Issuance of a Strategy Paper for Establishment of Offshore Wind Energy Projects in July 2022 outlining development models.

Notification of the Offshore Wind Energy Lease Rules, 2023 to regulate the grant of leases of offshore areas for project development.

Completion of planning by CTU for an initial 10 GW offshore transmission capacity (5 GW each off Gujarat and Tamil Nadu coasts).

Issuance by SECI of the first tender for “Leasing out seabed for development of 4 GW of offshore wind power projects” under captive mode, bilateral agreements, or open access mode.

Approval by the Union Cabinet of the Viability Gap Funding (VGF) scheme for offshore wind energy projects on June 19, 2024, with a total outlay of ₹7,453 crore—including ₹6,853 crore for installation and commissioning of 1 GW of offshore wind energy projects (500 MW each off Gujarat and Tamil Nadu) and ₹600 crore for upgrading two ports to meet project logistics needs. Guidelines for implementing the VGF scheme were issued on September 11, 2024.

Issuance by SECI of a tender for a 500 MW offshore wind energy project off Gujarat on September 13, 2024, under the VGF scheme; an amendment to the Request for Selection (RfS) was issued on July 10, 2025.

Inclusion of offshore wind in the list of activities eligible for carbon credit trading under bilateral/cooperative approaches as per Article 6.2 of the Paris Agreement.

Extension of waiver of ISTS charges for offshore wind projects commissioned on or before December 31, 2032, with graded charges thereafter.

Waiver of additional surcharge for electricity produced from offshore wind projects commissioned up to December 2032 and supplied to open access consumers.
