Gujarat Govt Approves AI Action Plan ; Training to 2.5 lakh persons, AI & DeepTech Mission planned

Gandhinagar: To harness the power of Artificial Intelligence (AI) for efficient governance and citizen-centric services, Chief Minister Bhupendra Patel has approved the AI Action Plan 2025–2030. The initiative aims to integrate AI into key sectors such as governance, healthcare, education, agriculture, and fintech for faster and smarter decision-making.

A 10-member Expert AI Task Force Committee was earlier constituted to explore the potential use of AI across mission-critical areas. The action plan, based on their recommendations, has now received the Chief Minister’s green light.

AI & DeepTech Mission to Lead Implementation

To ensure smooth and timely execution, the State Government will set up a dedicated AI and DeepTech Mission. This body will serve as a central institution to lead AI strategy design, policy implementation, and innovation in emerging technologies within the government.

Building a Collaborative Ecosystem

Gujarat will also foster a robust AI ecosystem by collaborating with startups, academia, and industry. A major focus will be placed on skilling, reskilling, and upskilling the workforce in AI and allied technologies.

Action Plan Structured Around Six Key Pillars

The roadmap for the action plan, prepared by the Department of Science and Technology, rests on six strategic pillars:

  1. Data: A secure, interoperable, and regulation-compliant data ecosystem will be developed. A comprehensive AI data governance framework will ensure regulatory adherence.

  2. Digital Infrastructure: GPU and cloud infrastructure will be expanded, with the establishment of AI factories in Tier-2 and Tier-3 cities. Integration with national platforms like AIRAWAT is also planned.

  3. Capacity Building: Over 2.5 lakh individuals, including students, MSMEs, and government staff, will be trained in AI, machine learning, and related fields.

  4. R&D and Sectoral Use-Cases: Academia-industry collaboration will be promoted to develop AI solutions tailored to specific sectors.

  5. Startup Facilitation: Deeptech startups will receive support through incubation programs, mentorship, infrastructure credits, and seed funding.

  6. Safe and Reliable AI: A strong focus will be placed on ensuring AI safety and reliability through audits, protocols, and ethical guidelines.

Phased Rollout Over Five Years

The action plan will be implemented in phases, starting with foundational steps such as:

  • Launching a state-level AI data repository

  • Setting up AI factories

  • Rolling out pilot projects across departments

These initial steps will pave the way for full-scale AI adoption across government functions over the five-year timeline.

Existing AI Initiatives in Gujarat

Gujarat is already making strides in AI adoption. Notable initiatives include:

  • The AI Centre of Excellence at GIFT City

  • AI Innovation Challenges

  • Establishment of High-Performance GPU Infrastructure

  • Conduct of AI training workshops

  • Development of an Indigenous Expression of Interest for a Large Language Model (LLM)
